COURSE OUTLINE
1. Overview of EECA 2024 and EnMS Regulatory Framework
Introduction to the Energy Efficiency and Conservation Act 2024 (EECA), its objectives, scope, and regulatory expectations related to Energy Management Systems (EnMS). This module provides an overview of mandatory EnMS requirements, applicability to energy consumers, and alignment with recognised standards such as ISO 50001, UNIDO, ENERGY STAR, and AEMAS.
2. Governance Structure and Roles in EnMS Implementation
Explanation of the governance structure required for effective EnMS implementation, including the roles and responsibilities of top management, management representatives, Energy Management Committees, and Registered Energy Managers (REM). Participants will understand accountability, decision-making authority, and coordination mechanisms necessary to support EnMS compliance.
3. Establishing Commitment and Energy Management Policy
This module covers the process of securing top management commitment and developing an Energy Management Policy in accordance with EECA Guidelines. Participants will learn how to define EnMS boundaries, allocate resources, communicate policy objectives across the organization, and ensure ongoing policy relevance through regular review.
4. EnMS Planning: Assessing Energy Performance
Detailed guidance on EnMS planning, focusing on conducting EnMS self-evaluation, internal performance reviews, and energy performance assessments. Participants will be guided on defining Significant Energy Use (SEU), collecting and analysing energy and operational data, and identifying gaps to support informed target setting.
5. Establishing Energy Baselines, Indicators, and Targets
This module explains methodologies for establishing energy baselines and Energy Efficiency Indicators (EEI), including the use of Specific Energy Consumption (SEC), Building Energy Intensity (BEI), and regression analysis. Participants will also learn how to apply internal and external benchmarking and set realistic, measurable energy performance targets.
6. Developing EnMS Action Plans and Energy Saving Measures
Participants will learn how to translate energy performance findings into structured action plans. This includes identifying Energy Saving Measures (ESMs), prioritising initiatives using financial evaluation tools, defining timelines, assigning roles, and allocating resources to achieve EnMS objectives and targets.
7. Implementing EnMS Action Plans and Operational Controls
This module focuses on practical implementation, including execution of ESMs, development of operational and maintenance procedures, control of energy use in daily operations, calibration of measuring equipment, and management of non-conformance, corrective, and preventive actions.
8. Measurement, Verification, and Performance Monitoring
Explanation of Measurement and Verification (M&V) principles and practices to quantify energy and cost savings. Participants will understand how to track energy performance against baselines and targets, manage data integrity, and document results to support compliance and continual improvement.
9. Communication, Awareness, and Capacity Building
This module covers strategies to raise awareness and build organizational capacity for energy management. Participants will learn how to develop communication plans, conduct training and awareness programmes, motivate staff participation, and engage stakeholders to sustain EnMS effectiveness.
10. Management Review and Continual Improvement of EnMS
The final module explains the management review process, including evaluation of EnMS performance, compliance status, and achievement of energy targets. Participants will learn how to present outcomes to top management, support decision-making, and implement improvements to ensure the ongoing suitability, adequacy, and effectiveness of the EnMS.
